Development of the gasification plant is effectively on hold until the Councils determine a 'fair value' for the project and better understand what would be needed to get the plant to operate so that they can determine whether or not they wish to purchase the plant. ENERGOS gasification incinerator granted planning permission on re-appeal in September 2012, with completion target delayed until October 2017 [Source, PINS case summary, Source, Source, Source]. Funding from the Green Investment Bank announced in August 2014 [Source]. Planning Application submitted May 2009. Permit WP3133KP issued in November 2010. It was reported in July 2018 that "Bad smells from the controversial Sinfin waste treatment plant are still plaguing residents almost a year after the stink first started" [Source]. In August 2024 it was reported that "The authorities [i.e. Derbyshire County Derby City Council] say they will now push ahead with plans to get the facility up and running" [Source]. The project remains mothballed, but the councils continues to pursue bidders to fix and operate the plant. In July 2025 Viridor withdrew from the bidding for the propject, with the two remaining bidders being Biffa and Thalia [Source]. In October 2025 it was reported that the project had " entered the competitive dialogue phase of the procurement process" which was expected to conclude in 2026 with a final decision on the contract expected in May 2026 [Source]. In May 2026 the Councils announced that "A procurement process to appoint a contractor to fix and operate Sinfin waste treatment centre is being brought to an end by Derby City Council and Derbyshire County Council and no contract will be awarded at this time" and that "The councils will carry out a rapid review of future options for the project and a report will be presented to their respective Cabinets later in the year to set out a recommended way forward. In September 2024 the council refused planning permission due to "significant harm to the visual amenity and landscape character of the area". According to the process description in the Air Quality Impact Assessment: "The pyrolysis process thermally treats the plastic in the absence of oxygen to produce a gas that is condensed to produce a base oil. The non-condensable gases that are produced in the process form a synthesis gas (or syngas) that comprises a mixture of gaseous species (e.g. methane, ethane, butane, ethane, etc). This is combusted on site to provide the heat for the pyrolysis process. Emissions from this process are treated in a thermal oxidiser with the exhaust gas from the treatment being subject to the emission limits referenced in the IED. The vaporised base oil from the fired heater is thermally treated using steam to create product oils. Emissions from this process are treated in the thermal oxidiser and are subject to the emission limits referenced in the IED. Emissions to air from the main operation is discharged via a single core stack. An emergency flare system is maintained to treat non-condensable gases when the thermal oxidiser is not available. The permission was varied again in April 2022 to increase the stack height from 25m to 35m (NN/21/00059/WASVOC). As of July 2025 there is no mention of the Corby facility on the Encyclis website either as operational or under construction, whereas the Walsall plant which was listed alongside Corby as being in "in the final stages of development" in a Janaury 2023 press release is listed as being under construction [Source, Source]. North Northamptonshire Council stated in March 2026 that: "In regards to planning permission ref: 19/00027/WASFUL, as amended by 20/00048/WASVOC, the Waste Planning Authority was satisfied on 23 June 2022 that the development had lawfully commenced... Although works began on site to implement the permission, the development itself has not yet been fully built out. In May 2024 the Environment Agency listed the facility status as "construction not started". In November 2024 it was reported that doubt had been cast over the future of the project after an investor disposed of its shares in the scheme [Source]. Development technically commenced in February 2025, preserving the planning permission, although there has been no announcement of financial close and no sign of meaningful construction as of February 2026. In November 2025 Uniper applied for a revised Local Development Order for the wider Ratcliffe on Soar site to create a larger data centre complex on the site, with Plot A (which includes the EMERGE plant) listed still as "Energy generation & storage; advanced manufacturing and other industrial uses; data centres; logistics (up to 180,000m² GFA), research & development; education, skills & training uses" - there is no indication that the source of energy generation would be incineration, but this has not been explicitly ruled out (25/02015/LDO). While it was announced in February 2025 that ground clearance had begun on the site, the announcement did not state whether or not the project had reached financial close [Source]. The applicant also states that the feedstock would be pre-processed waste, "principally Refuse Derived Fuel (RDF) and other similar combustible material". A permit was issued in April 2026 which noted that: "The plant will pyrolyse refuse derived fuel (RDF) to produce cracked and cleaned syngas. The syngas will be burned in two CHP engines to generate power and provide heat to the wider Scottow Enterprise Park. It will treat about 50,000 tonnes of waste per year and generate approximately 5 MWe of electricity and 2.5 MWth of heat. The operator intends to clean the syngas to the extent that it is no longer a waste and emissions cannot be higher than from burning natural gas, in which case the requirements of IED chapter IV will not apply when it is burned. Barnsley Metropolitan Borough Council refused planning permission for the initial iteration of the scheme in November 2014 (2014/0559) but an amended scheme was approved in February 2015 for a gasiifcation plant to treat "up to 150,000 tonnes per annum of waste wood and virgin timber through a gasification process" (2015/0137). The scheme was the ammended in 2018 to increase the capacity to 260,000 tonnes per annum and to switch the feedstock to RDF and waste wood (2018/1437). In 2019 a planning conditions were discharged and varied in 2019 (2019/0573 and 2019/0941), including a variation to allow alterations to the design, scale and layout. Permit EPR/BP3325SA issued in August 2024. The Applicant stated in their Planning Statement for application 2019/0941 (for the Variation of Condition 1 of application 2018/1437) to allow alterations to the design, scale and layout of the Renewable Energy Park that: "Commencement of development was implemented on 26 June 18". Earlier planning application submitted to Doncaster Council in August 2020 for a conventional incinerator to treat C&I and/or municipal waste (ref 19/00954/CPL). In December 2020 it was reported that "BH Energy Gap (Doncaster) Ltd has applied to the Environment Agency for a permit" and that "Energy bosses said it would [use] 'advanced thermal treatment technology'" [Source]. According to the August 2020 non-technical summary for the permit application the proposal appears to be for a conventional moving grate incineration, with the "advanced" claim seemingly being a reference to what the permit application describes as the intention to "incorporate the latest advances in control and instrumentation technology" (EPR/SP3904SR/A001). The non-technical summary states that while the nominal capacity is 301ktpa the facility could potentially treat up to around 384ktpa depending on the calorific value of the feedstock [Source], and the permit lists a maximum throughput of 426,612 tpa. In July 2009 (ref 09/00246/TIPA) planning permission was issued for a "Proposed energy recovery facility involving gasification of (household and commercial) waste". A different gasification proposal on the site was approved in May 2018 (17/00923/TIPA), but in May 2019 the Council refused to issue a certificate of lawfulness to operate the site with conventional incineration technology (19/00954/CPL). ENDS reported in December 2024 that this project had yet to reach financial close [Source]. In December 2025 it was reproted that CVC DIF would be refinancing the project's debt through DIF Infrastructure VIII "and is expected to close during the fourth quarter of 2025, subject to customary closing conditions", creating a new partnership alongside MassMutual. Planning permission granted by NE LincS Council in October 2018 (DM/0026/18/FUL, Source). It appears to be a conventional waste incinerator. In November 2018 a consultation was announced for an environmental pemit (EA ref EPR/BP3739QT/A001). Permit issued in September 2021 [Source]. Planning application to discharge Conditions 4 and 17 validated in July 2023 (DM/0687/23/CND). It was reported in May 2023 that North Beck Energy Ltd was looking for a contractor to build the incinerator [Source]. In November 2022 the operator "elected to defer permit review" and in October 2023 a permit variation was issued requiring a report to be submitted by the operator showing compliance with the updated BAT Conclusions before the incinerator can be operated. In May 2024 the Environment Agency listed the facility status as "construction not started". In July 2025, North East Lincolnshire Council stated in a Scrutiny Panl report that: "A 24-acre site owned by Able UK. Approximately ten acres has potential to see a 25MW waste to energy plant developed by North Beck Energy which gained planning permission in 2018. The project has seen some challenges in securing the necessary funding, but all planning conditions were discharged in 2023...The remainder of the site is being actively marketed by the landowners" [Source]. In 2016 this project was promoted as diverting waste from incineration and as "more efficient" than incineration, with the company behind the scheme stating "It is important to note that this is not incineration" [Source]. The description of the technnology was changed in April 2019 to remove the reference to gasification (NY/2019/0038/NMT), and it seems possible that the plant will therefore ultimately use conventional incineration (although this has not been confirmed). In March 2021 planning permission was granted for an increase in capacity to 130ktpa (NY/2019/0078/73) for a non-gasification incinerator. According to the October 2020 GHG Assessment, the plant would treat prepared RDF and 54% of the carbon that of the waste intended to be used as feedstock would be from fossil sources such as plastic. It was reported in January 2024 that "A consented energy-from-waste project in Yorkshire - currently owned by Tetragen Knapton UK Limited (TKL) - has been put up for sale. Capacity is usually the permitted or maximum advertised capacity of the facility.
