Information for Waste R&D Trial / "Temporary installation and testing of proprietary pyrolysis plant and equipment", Scottow Enterprise Park, Lamas Road, Badersfield

Status: Potential
Planning Region: East of England
Planning Sub-Region: North Norfolk
Operator: Standard Gas SG No.1 Limited (Standard Gas)
Capacity: 50,000
Campaign Group(s): Contact coordinator@ukwin.org.uk to be put in touch with those opposing this development.
Notes: In December 2023 planning permission was granted by North Norfolk District Council for a "Temporary installation and testing of proprietary pyrolysis plant and equipment" (PF/23/1796). This permission was varied in August 2025 to extent the 18 month timeframe to a 24 month timeframe but this variation did not seek "any change to the 60-day operational period during which the facility will be operational". A permit consultation opened in June 2025 and closed in July 2025 (ref EPR/TP3529LW/A001). According to the Supporting Information provided in the permit application by the applicant: "The Standard Gas pyrolysis technology will produce a clean ‘End of Waste’synthesis gas and therefore meets the definition of an Installation as defined by Section 1.2 ‘Gasification, liquefaction and refining activities’ paragraph A(1)(f)(iv) namely: ‘Activities involving the pyrolysis, carbonisation, distillation, partial oxidation or other heat treatment of other carbonaceous materials.’ On the basis that all gas combusted by the process meets the ‘End of Waste’ criteria, the CHP engines will be regulated as Medium Combustion Plant (MCP) and Specified Generators (SG) and operated in accordance with the Environmental Permitting (England and Wales) Regulations 2018 (As Amended)". The applicant also states that the feedstock would be pre-processed waste, "principally Refuse Derived Fuel (RDF) and other similar combustible material". A permit was issued in April 2026 which noted that: "The plant will pyrolyse refuse derived fuel (RDF) to produce cracked and cleaned syngas. The syngas will be burned in two CHP engines to generate power and provide heat to the wider Scottow Enterprise Park. It will treat about 50,000 tonnes of waste per year and generate approximately 5 MWe of electricity and 2.5 MWth of heat. The operator intends to clean the syngas to the extent that it is no longer a waste and emissions cannot be higher than from burning natural gas, in which case the requirements of IED chapter IV will not apply when it is burned. The operator intends to demonstrate gas quality equivalent to natural gas during commissioning, incineration emission limits will apply if this gas quality is not demonstrated" (EPR/TP3529LW). Standard notice:

UKWIN (and therefore the UKWIN map) focuses on Municipal Waste Incinerators, whereas our colleagues at Biofuelwatch focus on biomass projects. If you are interested in biomass incinerators (including waste wood plants) over 20MW then please see the Biofuelwatch map of UK Biomass Power Stations. Those concerned about biomass plants, including waste wood plants, should email Biofuelwatch at biofuelwatch[at]gmail.com.

Please be aware: There is always room for improvement, so please send updates to coordinator@ukwin.org.uk. Existing Incinerator means a facility that is operational or under construction/commissioning. A Potential Incinerator is a facility where there is a proposal for an incinerator (e.g. planning application or planning consent) or other reason to believe an incinerator might be built/proposed in the future. A Prevented Incinerator is something which used to be a proposal or expected incinerator which we do not believe is currently being progressed (e.g. because the project was cancelled, planning permission refused, or years have gone by since the permission was granted without any progress) - in some cases a facility marked as prevented is being progressed without us being aware or is subsequently revived. Capacity is usually the permitted or maximum advertised capacity of the facility.
