Notes: Planning permission granted by Newport City Council in 2011 (10/1238) and subsequently varied multiple times. Variation 19/0599 granted in September 2019 states that the facility will "process biomass, wastes and residue feedstock" but the precise technology, which could be some form of gasification, has yet to be announced. It was reported in January 2020 that Andusia would be the "sole waste supplier" of around 220,000tpa of RDF a year to an unspecified incinerator under construction at Alexandra Docks, [Source]. In January 2022 it was reported that the facility was "12 months away from accepting waste" and that once constructed the plant would be operated by Harris Pye [Source]. In April 2023 it was reported that this project was 'paused' and in administration [Source]. In June 2023 it was reported that the abandoned project might be bought be bought up to be restarted or might be sold as scrap [Source]. In May 2024 it was reported that Vital Energy had purchased the facility from insolvency practitioners FRP who were acting on behalf of Aviva investors as part of a £1m deal, with Vital announcing that they were "now developing options for construction of an EfW plant on the site" - it was also reported that Vital would need to apply for a permit if they wished to operate an incinerator on the site [Source]. A Prevented Incinerator is something which used to be a proposal or expected incinerator which we do not believe is currently being progressed (e.g. because the project was cancelled, planning permission refused, or years have gone by since the permission was granted without any progress) - in some cases a facility marked as prevented is being progressed without us being aware or is subsequently revived. Capacity is usually the permitted or maximum advertised capacity of the facility.
