Notes: In February 2026 confirmed that they had yet to receive a permit review against the 2019 BAT Conclusions and so waste combustion is not yet permitted as this site. In October 2022 the Applicant applied for a direction from the Secretary of State that their proposed gasification facility to produce aviation fuel ("SAF") would be considered a proposal for an NSIP [Source]. Following this, in October 2022 the Secretary of State designated the proposa as an NSIP. In December 2022 it was announced that this project had been awarded Government funding from the Advanced Fuels Fund and it was claimed that the plant would use "black bag waste" and "gasification and Fischer-Tropsch technology", and that "the plant is expected to be operational in 2028 and produce 86.6 kt/y of SAF when at full operational capacity" [Source]. The development could be related to 23/0437/PICON registered in July 2023 but as of 29 August 2023 the name of the applicant had yet to be listed. In February 2026 Lighthouse Green Fuels posted an article stating that "Teesside...is moving from design into delivery" with "Front-End Engineering Design (FEED) close to completion and development consent progressing, the project is currently the most advanced second-generation SAF project in the UK", explaining that second-generation SAF meant their plant "converts solid biogenic waste and residues into fuel" and that "Second-generation SAF depends on sustainably-sourced biomass" such as forestry, sawmill and agricultural residues, and discussing the potential for carbon capture (Source).
