Notes: Planning permission granted to Biffa in February 2013 for a 300,000tpa conventional incinerator for C&I and possibly MSW [Source, Source, Source]. In May 2019 it was reported that Wheelabrator had secured the right to buy the site from the Harworth Group and that the intention was to increase capacity to 410,000tpa [Source, Source]. Planning reference for Biffa's 300ktpa plant is 11/03705 [See planning application]. Consultation on Environmental Permit application commenced in October 2019 [EPR/UP3904PA/A001]. In April 2020 it was reported that construction is due to commence in 2021 [Source]. A permit was granted in December 2020 [EPR/UP3904PA/A001]. In December 2020 Wheelabrator announced the sale of their UK EfW division to the European Diversified Infrastructure Fund III, an infrastructure fund managed by First Sentier Investors (FSI) [Source]. It was reported in July 2021 that full commissioning of the plant is planned for 2025 and that it will be built by HZI [Source]. In August 2022 it was reported that the facility was under construction "currently due to be fully commissioned in 2025" [Source]. In March 2025 it was reported that the Leeds plant had received its first waste delivery (as part of commissioning) and was due to be fully operational later in 2025 and that the scheme is associated with the Aire Valley Heat and Power Network which had "received £19.5 million in funding from the UK government's Green Heat Network Fund" [Source]. In June 2025 it was announced that Enfinium had signed a 3-year Power Purchase Agreement (from 2025 to 2028) to be serviced by the incinerator [Source]. In the 2025 Annual Performance Report it was stated that the plant had combusted 101,734 tpa of waste in Q4 2025 and that: "During March 2025 the facility entered the hot commissioning... However, delayed takeover of the facility from the EPC contractor Kanadevia Inova (KVI, formerly Hitachi Zosen Inova (HZI)) to Enfinium has meant that KVI has been the primary operator of the facility during 2025 and into 2026 until the takeover is formalised."
