Notes: According to its Annual Performance Report, the facility combusted 27,036 tonnes of waste in 2022 with an average parasitic load for the year of 47.6%. In June 2018 it was reported that commissioning was due to begin late Summer 2018 [Source]. Planning permission granted in August 2014 (ref SP13/01553/SCC, and amended proposal approved September 2014) [Source, Source]. It was reported in July 2013 that planning permission was being sought for an RDF-fed fluidised-bed gasification-type incinerator [Source, Source]. New technology supplier chosen as Ascot Environmental were forced into administration on the 18th of May 2012, rendering the previous planning consent and contract out of date [Source, Source]. A series of amendments were approved in March 2017 (ref: SP13/01153/SCA1). Defra stated in November 2020 that the gasifier plant commenced 'Hot Commissioning' phase in February 2020. A permit variation (V009) was approved in June 2024 that increased the capacity from 55,460 to 61,320 tpa and an increase in waste going to pre-treatment from from 55,460 to 94,339. According to the supporting information from the applicant: "Following the commencement of commissioning of the pre-treatment plant, SUEZ has discovered that approximately 35% of the incoming waste has poor CV or non-combustible material, which is not suitable for gasification. For instance, the proportion of food waste within the incoming waste is much higher than had been measured when designing the plant. Due to this change in waste composition there is a lower RDF yield from the pre-treatment process, to the extent that it limits the operating hours of the gasifier to ~6,500hrs/yr. The original intent was that the gasifier would operate for 7,984hrs/year. A shortfall of ~1,500hrs/yr (2 Months)". Explaining the increase in gasification capacity, the supporting information noted: "The gasification plant was designed to thermally treat up to 44,710 tonnes per annum with an assumed availability of 91%, equivalent to 7,984 hours per annum. During commissioning and optimisation we have also identified that the gasifier is not only capable of operating at a higher throughput, but also works more efficiently at a higher throughput when fed with a consistent and good quality RDF. Allowing for the theoretical maximum availability of the gasification plant and its increased throughput capacity, it is capable of processing up to 61,320 tonnes per annum of waste" [Source]. A Prevented Incinerator is something which used to be a proposal or expected incinerator which we do not believe is currently being progressed (e.g. because the project was cancelled, planning permission refused, or years have gone by since the permission was granted without any progress) - in some cases a facility marked as prevented is being progressed without us being aware or is subsequently revived. Capacity is usually the permitted or maximum advertised capacity of the facility.
