Notes: In August 2018 it was announced that building works were "substantially completed" with commissioning due to start in September 2018 with the facility expected to be fully operational by Summer 2019 [Source]. In May 2017 plans were announced for a "moving bed incineration" plant [Source]. However, in November 2019 delays were reported meaning the plant was not expected to be operational before the spring of 2020 [Source]. Planned to replace an Energos gasification facility on the same site that was permitted to burn RDF and clean wood waste. That gasification plant entered commissioning in 2008 but never worked reliably [Source]. It was a Demonstrator project related to the upgrading of an existing waste incinerator [Source] and it was reported in June 2017 that: "Plans to refurbish the Forest Road...gasification plant have been shelved" because the Council was unable to find another contractor after Energos went into administration [Source]. In November 2017 permit EPR/QP3337AD/V003 was issued for an incineration plant to burn RDF [Source]. The BEIS 2020 Q1 Heat Networks Pipeline Report associates this incinerator with a proposed heat network [Source]. In June 2021 it was reported that the facility was on track to become fully operational by the Summer of 2021 [Source]. It was reported in May 2022 that the plant was returned to hot commissioning after problems had been found, and that handover could occur as early as July 2022 [Source]. In February 2024 it was reported that the facility "has completed hot commissioning several years behind schedule and is now in the 'final testing stage'" [Source, Source]. In December 2025 it was reported that "Veolia is set to take over the provision of waste collection and disposal services on the Isle of Wight following Thalia Waste Management’s decision to walk away from its £225million contract with the Isle of Wight Council" and that the facility "came online at the start" of 2025 [Source]. It was announced on the 13th of April that Veolia will "operate and maintain the Council’s waste infrastructure, including the Energy Recovery Facility and Materials Recovery Facility" in conjunction with Isle of Wight Council [Source] (Entry updated 2026-04-20)

Existing Incinerator means a facility that is operational or under construction/commissioning. A Potential Incinerator is a facility where there is a proposal for an incinerator (e.g. planning application or planning consent) or other reason to believe an incinerator might be built/proposed in the future. A Prevented Incinerator is something which used to be a proposal or expected incinerator which we do not believe is currently being progressed (e.g. because the project was cancelled, planning permission refused, or years have gone by since the permission was granted without any progress) - in some cases a facility marked as prevented is being progressed without us being aware or is subsequently revived. Capacity is usually the permitted or maximum advertised capacity of the facility.
