Information for Derby Alternative Energy Plant, Victory Road, SinfinStatus: Prevented
Planning Region: East Midlands
Planning Sub-Region: Derby
Operator: Clean Electricity Generation (CEG) who are funded by Momentum Capital and Transformative Energy and Materials Capital (TEM Capital)
Campaign Group(s): Derby FoE and Sinfin and Spondon Against INcineration (SSAIN)
Notes: A "full scale demonstration plant" has been built which uses "Proprietary Torrefaction Reactor Technology" to use generate syngas from biomass which is burned in a gas engine to supposedly generate electricity and "Torrefied Pellets" [Source, Source]. According to the operator, "Torrefaction is thermal treatment of biomass in an environment with low oxygen content" [Source]. Whilst the technology seems to be marketed as capable of treating clean waste wood rather than just dedicated biomass, it is unclear whether the facility may end up having to use virgin timber. The facility re-uses the same building as the previous facility on the site, which was run by Clarke Power Services / Withion Power Limited. The previous wood-burning biomass incinerator was granted planning permission in 2008 and an environmental permit in March 2011, but never completed its testing [Source]. Due to "funding issues" the previous plant was closed within months of becoming operational in 2012, and the site was put up for sale in July 2013 [Source]. The permit was transferred in May 2014 (old no. EPR/YP3838TF, new no. EPR/FP3739VA) [Source], but may need to be varied. The site did not process any waste in 2017. The EA's Waste Data Interrogator 2018 - entry for the site states: "Commissioning halted in 2012. Not burnt any waste yet....Not operating as an incinerator at the present" [Source] (Entry updated 2020-01-06)

UKWIN (and therefore the UKWIN map) focuses on Municipal Waste Incinerators, whereas our colleagues at Biofuelwatch focus on biomass projects. If you are interested in waste wood or dedicated biomass incinerators then please see the Biofuelwatch map of UK Biomass Power Stations.
Please be aware: There is always room for improvement, so please send updates to firstname.lastname@example.org. Existing Incinerator means a facility that is operational or under construction/commissioning. A Potential Incinerator is a facility where there is a proposal for an incinerator (e.g. planning application or planning consent) or other reason to believe an incinerator might be built/proposed in the future. A Prevented Incinerator is something which used to be a proposal or expected incinerator which we do not believe is currently being progressed (e.g. because the project was cancelled, planning permission refused, or years have gone by since the permission was granted without any progress) - in some cases a facility marked as prevented is being progressed without us being aware or is subsequently revived. Capacity is usually the permitted or maximum advertised capacity of the facility.
