Halton Action Group Against The Incinerator (HAGATI) Objection to Environmental Permit Application EPR/EP3731XL/A001
The HAGATI objection is in three parts, Part One is our attempt to prove that the Health Impact Assessment (HIA) is not fit for purpose.
The reasoning is, that both the Primary Care Trust and the Health Protection Agencies are provided with copies of the HIA for their comments. If we can prove that the HIA cannot be used in any assessment of the potential effects of the incinerator it lends weight to our request for a full Environmental Justice Audit, which is one of the Sections in our main objection.
Part Two, the Main Objection, is in seventeen separate sections. You will also notice that there is some repetition in this part.
This is because the way in which the objection is dealt with by the Environment Agency is that the Objection is split into smaller sections for individual departments to deal with and we did not want, for example, the chimney height to be investigated in isolation without the knowledge of the existing poor health records of the residents on to whom the pollution will fall.
We would like to believe that each of these sections could provide a stand alone reason to refuse the permit application but are convinced that the holistic view must be that their combination provides an undeniable argument.
Part three is our comments on the Appendices which accompanied the
Application and is a critique of both the data and methodology employed by RPS the consultants who prepared the Application for Ineos.

Since the preparation of our Objection documentation several new facts came to light. These have been sent to the Environmental Law Foundation who are our legal representatives and these extra issues and concerns will be submitted as addendum to the Objection.
