The LATS (Landfill Allowance Trading Scheme) market forms six distinct phases. This is because of the restrictions on borrowing and carrying-over allowances in landfill directive target years. LATS allowances of vintages in landfill directive target years and the phases in between are in effect separate markets. When considering trading, Waste Disposal Authorities (WDAs) are recommended to analyse each phase of the market.
