Newhaven (15/11/07) – Information commissioner ruling: Brighton & Hove Council should release most details of Waste Management Contract with Veolia.
South Tyne & Wear (4/1/08) – DEFRA allow public access to South Tyne and Wear Partnership’s EoI for PFI credits, reversing their earlier refusal.
Hull/Saltend (25/1/08) – Environmental Agency revokes IPPC permit for Saltend incinerator, after legal letter from FoE argues they have not properly consider-ed CO2 impacts. (NB: Permit for Newhaven revoked in December 2007 by High Court on the same grounds).
Newhaven (8/2/08) – FoE issues application for judicial review of East Sussex’s granting of planning permission for the Newhaven Incinerator, arguing that an incinerator of this size will undermine long term regional recycling targets.
Newhaven (31/3/08) – Information Commissioner decides South Downs Waste Services Ltd (subsidiary of Veolia) must reveal information – first time waste company defined as public authority for the purposes of the Environmental Information Regulations 2004.

Andrew Wood reported the supposedly ‘technology neutral’ Oxfordshire County Council went for incineration (they were told incineration was cheapest option). Two existing landfill sites are being considered for incinerators. No preferred bidder yet. Awaiting legal opinion. Bottom ash should be reclassified as hazardous. This would make incineration more expensive, possibly too expensive an option! Could UKWIN find money for JR into ash toxicity?

At the 2008 UKWIN AGM Stephen Eades described cement kilns as “incinerators by proxy” and echoed the importance of addressing the need for analysis of the chemical composition and characteristics of the ‘dust’ associated with cement kilns.

John Beattie delivered a PowerPoint presentation (attached) prepared by Barbara Farmer (SWARD’s External Liaison Coordinator). The presentation stresses that emissions monitoring is a crucial issue! Elizabeth Finnis explained that Surrey is a two-tier authority, with 11 WCA’s and Surrey County Council (SCC) as the WDA. In 1999 Surrey Waste Management/SITA was awarded a 25 year contract for the disposal of Surrey’s municipal waste, this contract being backed by an £85.5m PFI. GAIN was formed in 2000 following a speculative incinerator application made by Thames Water at a site in Guildford. At the UKWIN AGM 2008 Jo Livingston described what happened after the campaign to oppose Belvedere (South East London) was lost, and the victories that were achieved: capacity reduced from 1.5m (1991 proposal) to about 700,000 tpa and consent delayed by campaigns for sixteen years. There have been three applications, three public inquiries and a judicial review (triggered by Ken Livingston). Despite universal local opposition the DTI granted approval in 2007. Campaigners are currently making life difficult as part of community forum. Construction work has begun. Cory Environmental’s project is funded by Bank of Ireland and Barclays Capital. Cory is known for this purpose as Riverside Resource Recovery Ltd (RRRL).

Simon Woolf is linked to BRAINS. UKWIN website undergoing transformation

Welcome to the UK WIN website. If this is your first visit, you’ve come at an exciting time for the Network and our website! We’ve recently enjoyed our Annual General meeting and we’ve received campaign updates from anti-incineration groups all over the UK. If you are returning to this site you will notice that the familiar colour scheme is gone! We are in the process of updating the site. Some of the ‘old’ content is still here (although not all of the links are working) – new content is being developed and will be uploaded soon.
